The situation
Saint Lucia’s Economic Recovery and Resilience Plan formed part of the national response to COVID-19. The official plan brought together six pillars and 32 interventions. Communicating this breadth of material required a structure readers could navigate without losing the relationships between the priorities.
The engagement
Following the earlier institutional relationship, the Department engaged GENRO directly under contract. Myron Yarde worked with Chief Economist Tommy Descartes, who supplied and explained the technical material. This direct exchange connected the communication decisions with the people responsible for the substance.
The delivery constraint
COVID operating restrictions coincided with exceptionally compressed turnaround requirements. The task required rapid understanding and close technical alignment. Speed mattered, but changes to presentation still had to respect the meaning of the material supplied.
GENRO’s intervention
GENRO structured the dense information for visual presentation, using information hierarchy and infographics to organise the recovery-plan material. Direct collaboration with the technical lead allowed the communication approach to be checked against the underlying policy content as the work progressed.
What the work enabled
The work provided professionally usable communication of the recovery plan under significant time pressure. The repeat engagement demonstrates an ongoing institutional working relationship; it does not establish the economic effectiveness of the plan.
What this demonstrates
The case is relevant when a senior team must communicate complex decisions quickly and cannot afford a long separation between subject-matter experts and communication delivery. GENRO’s contribution was understanding, organising and presenting the material—not substituting its judgement for the policy owners.
Key outputs
- Strategic presentation design
- Information structuring and visual translation
- Infographic development
Evidence and scope
Policy authorship and economic recovery outcomes belong to the wider government programme. No economic impact or audience-performance metric is attributed to GENRO.
